First, the liquid electrolyte inside the battery becomes more viscous as temperatures drop, slowing lithium-ion movement and raising internal resistance — so less of the stored energy can be delivered at the wheels. Second, a cold pack cannot accept charge as quickly, which is why regenerative braking is limited until the battery warms up.
